William is a seasoned professional in agribusiness and aquaculture, offering over four decades of comprehensive experience across plantation management, aquaculture innovation, feed distribution, and agro-industrial consulting. Since 2012, William has been based in Calatagan, Batangas, where he serves as Managing Consultant at CCM Agri Aqua Ventures Corp, HP Aquafarm Inc JV (CCMAAVC_HPAFI JV Farm).

His expertise is especially valuable in the oversight of high-density, HDPE-lined intensive shrimp systems, and he possesses substantial experience in shrimp processing and management at HP Aquafarm’s SPF Penaeus vannamei facility. Recognized for his innovative approach, William was the pioneer who introduced P. vannamei culture to the Philippines in 2004, benefiting from the progressive and pragmatic leadership of his supervisors.

William has significantly contributed to the advancement of the Philippine shrimp industry, particularly during the evolution toward semi-closed and closed systems utilizing probiotics, long before their widespread acceptance in the 1990s. His tenure at HOC PO Feeds Corporation included pivotal transitional roles and culminated in the successful rehabilitation of eight farms, totalling 110 hectares of shrimp grow-out ponds in Negros Occidental. He also served as a board member of the Negros Prawn Producers Marketing Cooperative Inc.

His international credentials feature completion of Japan’s JICA Young Professionals Program, the Shrimp Health Management course under Kasetsart University, and the University of Stirling, as well as consultancy work for California Desert Fish Farm Inc. in Nilands, Southern California, USA, specializing in live tilapia production for the Asian market. William is an active member of the World Aquaculture Society and a regular participant in INFOFISH and TARS (The Aquaculture Roundtable Series). He earned his B.S. in Agribusiness Management, with a minor in Agronomy, from the University of the Philippines Los Baños in 1983.
